The KSSP has opined that instead of creating panic among people of the locality, the authorities should initiate drastic and immediate steps to mitigate fear from the minds of the people by reducing the water level to 120 ft immediately.  This can be done by invoking the pecuniery principle.  The precautionary principle is a moral and political principle which states that if an action or policy might cause severe or irreversible harm to the public or to the environment,  in the absence of a scientific consensus that harm would not ensure, the burden of proof falls on those who would advocate taking the action.  The principle implies that there is a responsibility to intervene and protect the public from exposure to harm where scientific investigation discovers a plausible risk in the course of having screened for other suspected causes.  The protection that mitigate suspected risks can be relaxed only if further scientific findings emerge that more robustly an alternative explanation. In some legal systems, as in the Law of the European Union, the precautionary principle  is also a general and compulsory principle of law. Precautionary Principle is No.15 of the 27 principles in the Rio Declaration (1992) on Environment and Development approved by all the member states of the United Nations.

KSSP has said in a Statement that the even if a permisssion is obotained to construct a new dam, it should take years to materialise it. Hence, reducing the water level is the only immediate and pragmatic solutiion at this junture and  the decision in this direction should be taken by the Union Goverment urgently.

മുല്ലപ്പെരിയാര്‍

വൈകാരിക ഭീതിയല്ല ശാസ്ത്രീയ പരിഹാരമാണ് വേണ്ടത്

    മുല്ലപ്പെരിയാര്‍ അണക്കെട്ട് സംബന്ധിച്ച് ജനങ്ങളെ ഭയപ്പെടുത്തുകയല്ല, ശാസ്ത്രീയ പ്രശ്നപരിഹാരം തേടുകയാണ് വേണ്ടത്. ജനങ്ങളുടെ ജീവനും, പരിസ്ഥിതിക്കും പരിഹരിക്കാനാകാത്തതും പുനര്‍ നിര്‍മ്മിക്കാനാകാത്തതുമായ ദുരന്തസാധ്യതകള്‍ കണ്ടാല്‍ അതിന്മേല്‍ ഒരു വിദഗ്ധസമിതിയുടെ റിപ്പോര്‍ട്ട് വരാന്‍ കാത്തിരിക്കാതെ നടപടിയെടുക്കുവാന്‍ ദേശീയസര്‍ക്കാരുകള്‍ക്ക്  കഴിയുമെന്ന് അന്താരാഷ്ട്ര ധാരണ നിലനില്‍ക്കുന്നു. 1992ല്‍ റിയോ ഡി ജനിറോയില്‍ ചേര്‍ന്ന  ഭൌമ ഉച്ചകോടിയുടെ പ്രഖ്യാപനത്തില്‍ 15-ാം വകുപ്പ് ഇതാണ്  സൂചിപ്പിക്കുന്നത് . ഈ പ്രാഖ്യാപനത്തില്‍ ഇന്ത്യസര്‍ക്കാരും ഒപ്പുവെച്ചിട്ടുണ്ട്. ഇതിനെ മുന്‍കരുതല്‍നയം( ുൃലരമൌശീിേമ്യൃ ുൃശിരശുഹല)  എന്നാണ് റിയോ പ്രഖ്യാപനം വിശേഷിപ്പിക്കുന്നത്. ഉടമ്പടിയില്‍ ഒപ്പുവയ്ക്കുക വഴി ഇത്തരം ദുരന്തങ്ങള്‍ തടയുമെന്ന് ഇന്ത്യസര്‍ക്കാര്‍ അന്താരാഷ്ട്രസമൂഹത്തിന് ഉറപ്പുനല്‍കിയിരിക്കുകയാണ്.  ചില രാജ്യങ്ങളില്‍ ഈ മുന്‍കരുതല്‍ നയം നിയമസംഹിതയുടെ ഭാഗമാക്കി മാറ്റിയിട്ടുണ്ട്. ഇന്ത്യസര്‍ക്കാരിന് മുല്ലപ്പെരിയാര്‍ സംബന്ധിച്ച് ഉടന്‍ തീരുമാനമെടുക്കാന്‍ ഒരു വിദഗ്ധസമിതിയുടെ റിപ്പോര്‍ട്ടോ, ജുഡീഷ്യല്‍ വിധിയോ ആവശ്യമില്ല.
    ജനങ്ങള്‍ പരിഭ്രാന്തരാണ്. അവര്‍ക്ക് ആത്മവിശ്വസം പകരുന്ന നടപടികള്‍ ആണ് ഇപ്പോള്‍ ഭരണകൂടം കൈക്കൊള്ളേണ്ടത്  അതിനായി മുല്ലപ്പെരിയാര്‍ അണക്കെട്ടിലെ ജലനിരപ്പ് 120 അടിയായി കുറയ്ക്കാന്‍ അടിയന്തിര നടപടിയെടുക്കണം. അപകടസാധ്യത ഏറ്റവും കുറയ്ക്കാന്‍ കഴിയുന്ന ഒരു നടപടി അതുമാത്രമാണ്. പുതിയ ഡാം ഇപ്പോള്‍ അനുവദിച്ചാല്‍ പോലും അത് പൂര്‍ത്തിയാക്കി കമ്മീഷന്‍ ചെയ്യാന്‍ വര്‍ഷങ്ങള്‍ എടുക്കുമെന്നിരിക്കെ മുല്ലപ്പെരിയാറിന്റെ ജലനിരപ്പ് കുറയ്ക്കാന്‍ കേന്ദ്രസര്‍ക്കാര്‍ അടിയന്തിരനടപടി എടുക്കണമെന്ന് കേരള ശാസ്ത്രസാഹിത്യ പരിഷത്ത് ആവശ്യപ്പെടുന്നു.
